National Health Freedom Coalition
2025 Year in Review
National Health Freedom Coalition (NHFC) envisions an America where all people can access the practitioners and products they need on their healing journey—and are free to make informed health decisions for themselves and their families.
NHFC is a 501(c)(3) non-profit educational organization. Our role is to educate the public, practitioners, advocates, and policymakers about the legal, historical, and policy frameworks that shape health freedom in the United States. With the educational work of NHFC, and the advocacy work of our sister organization, NHFA, health freedom can be understood and protected.
2025 at a Glance
In 2025, NHFC strengthened its role as a national health freedom education resource, providing trusted analysis, legal education, and historical context at a time of rapid policy change, technological expansion, and increasing public concern over personal autonomy in health care.
Our work focused on:

Safe Harbor Practitioner Exemption Education
In 2025, NHFC continued nationwide education on Safe Harbor Practitioner Exemption laws, a legislative framework that helps ensure consumer access to complementary and alternative health care practitioners while supporting transparency, informed consent, and accountability.
Educational outreach occurred with active or emerging groups in multiple states across all regions of the country. NHFC also provided education and analysis in states where existing practitioner protections faced regulatory or administrative pressure, helping communities understand how access can be preserved through lawful, freedom-based approaches.
Currently eleven states have passed a safe harbor practitioner exemption law in some form, including: Minnesota, Rhode Island, California, Louisiana, Idaho, Oklahoma, Arizona (for homeopaths), New Mexico, Colorado, Nevada and Maine.
Right to Refuse: National Education & Policy Literacy
NHFC’s educational work in 2025 supported the broader health freedom ecosystem by helping advocates, practitioners, and concerned citizens understand the evolving legal landscape surrounding bodily autonomy and the right to refuse unwanted medical interventions.

93 laws protecting bodily autonomy have been enacted in 29 states
NHFC tracks and explains these developments to help the public understand how health freedom protections are evolving. The RightToRefuse.org website tracks these bills each year. Expanded Care Practice Act Education
NHFC continued advancing education around the Expanded Care Practice Act model, which outlines how licensed health care professionals can responsibly offer expanded and integrative approaches while maintaining patient safety and informed consent.
2025 educational efforts included:

Reviewing medical discipline cases to inform practitioner risk awareness

Why NHFC’s Educational Role Matters
Health freedom depends on knowledge. Without clear, credible education, individuals cannot exercise informed consent, practitioners cannot navigate regulatory risk, and communities cannot engage meaningfully in public policy discussions.
