Since 2020, the Right to Refuse project has kept you up to date on new laws designed to protect our ability to choose whether or not to receive a medical intervention, such as a vaccination. In this time, we have reviewed over 3,000 bills and tracked over 1,000 which would protect our rights. To date, 29 states have passed 89 Right to Refuse bills and resolutions into law. 

Most state sessions have ended for 2024

 

Around the USA, many state legislative sessions for 2024 have come to an end. In some states, bills introduced in 2023 “rolled over” to, or stayed active in, 2024. But this process only happens from odd to even years; once 2024 sessions were over, any pending legislation would need to be reintroduced with a new bill number in 2025 to be reconsidered. This year, seven new Right to Refuse bills have become law in three states. And true to its motto “Union, Justice, Confidence,” Louisiana leads the way with five new laws and resolutions, followed by Oklahoma and Idaho with one each. 

Louisiana says “No” to COVID-19 vaccine mandates for students, WHO jurisdiction, and more

Louisiana HB46: No COVID-19 vaccine mandate allowed for any public or nonpublic K-12 schools or colleges and universities.

Louisiana HB908: K-12 schools and colleges shall not discriminate against students who have a medical or personal exemption from vaccination.

Louisiana SB133: The World Health Organization, United Nations, and the World Economic Forum shall have no jurisdiction or power in Louisiana. No rule, regulation, fee, tax, policy, or mandate of any kind of the World Health Organization, United Nations, and the World Economic Forum shall be enforced or implemented by any state entity.

Louisiana HR292: State House of Representatives urges state Department of Health to conduct a study on relationship between unexpected infant deaths and vaccinations. Written report required by February 1, 2025. Includes details required for report.

 

Resolution: no Governor approval required.

 

Louisiana HB47: Applies current K-12 admissions vaccine exemption to students already attending school. Any communication issued to students or their parents relative to immunization requirements to include the text and legal citation of the present law exemption provision.

Oklahoma: No jurisdiction for WHO, UN, or World Economic Forum

Oklahoma SB426: The World Health Organization, the United Nations, and the World Economic Forum have no jurisdiction in Oklahoma. State entities may not be compelled to impose mandates from these organizations. Such mandates may not supersede state laws and shall have no force or effect.

Idaho: No vaccine mandates for higher education

Idaho HB597: Adds18-year-olds to those eligible for K-12 vaccine exemptions and prohibits colleges and universities from requiring any proof of vaccination from students.
